Business Central pricing in the UK: what it costs per user
Microsoft publishes UK list prices in pounds, not as a conversion from dollars. Here is what each licence costs, what VAT and MTD change, and where UK budgets slip.

UK list prices per user
Microsoft sets Business Central prices per region and publishes a sterling list for the UK. These are the figures effective from 1 November 2025, per user per month, billed annually and excluding VAT.

A Device licence also exists for shared terminals — a warehouse scanner station or a shop till used by several people in turn. It is quoted per environment rather than headline-listed, so ask your partner for the current figure if shared workstations are part of the picture.
Essentials or Premium
The split is simpler than it looks. Premium adds two things: manufacturing and service management. If you do not run production orders and do not manage service contracts with engineers and equipment in the field, Essentials covers the rest of the product.
The constraint that catches people out is that full users cannot be mixed. One environment is either Essentials or Premium for every full user in it. A company where three people need manufacturing and forty do not still pays the Premium rate for all forty-three.
Worth checking before you commit. The gap between the tiers is £23.10 per user per month. Across 40 users that is £11,088 a year — enough to be worth an hour of honest scoping about whether manufacturing is genuinely in scope for year one.
VAT, and why the dollar price does not convert
Two arithmetic points that cause most of the confusion in UK budgeting.
First, list prices exclude VAT. A VAT-registered business will see the standard 20 per cent added on the invoice and reclaim it in the normal way, but the gross figure is what leaves the bank account each month, so cashflow planning should use it.
Second, the sterling price is not a conversion of the US list. Microsoft maintains separate regional price lists, and the sterling figure moves on its own schedule rather than tracking the exchange rate. Comparing a UK quote against a US price you found online will not reconcile, and it does not mean anyone is marking it up.
UK-specific costs: MTD and payroll
Making Tax Digital is included, not an add-on. Business Central supports MTD for VAT natively: digital record keeping, the VAT return itself, and direct submission to HMRC from inside the system. For companies moving off spreadsheets and bridging software, this usually removes a line from the budget rather than adding one.
Payroll is the opposite case. There is no built-in UK payroll engine. Most companies either keep their existing payroll provider and post journals across, or add a third-party payroll extension from AppSource. Either way it is a separate cost and a separate implementation task, and it is the single most commonly forgotten item in a first UK budget.
Beyond those two, the usual candidates are document capture, an integration to a UK bank feed, and any industry-specific extension. None are mandatory, all are priced per user or per environment on top of the licence.
A worked example: 25 users
A distribution company: 18 people working in the system daily, 7 who only approve purchase orders and check stock. No manufacturing.

That is £13,804.80 a year before VAT. The same headcount licensed entirely as full Essentials users, which is what happens when nobody audits the mix, comes to £18,450 — around £4,600 a year of avoidable spend on seven people who never raise a document.

Implementation budgets in the UK
Licences are the predictable half. The project is not, and it is the larger number in year one.
UK partner quotes for a straightforward finance-first rollout of five to ten users typically start in the region of £12,000–£15,000. Once inventory, multi-warehouse logistics, manufacturing or integrations to existing systems enter the scope, budgets move past £25,000, and mid-market projects of fifty users and up run substantially higher.
What actually drives the difference is not headcount. It is the number of processes that cannot be run as standard, the volume and quality of the data being migrated, and how many external systems have to talk to the new one.
